While you are trying to Rectify your Neighbor's Network issue and you have suspected with the settings on the router and needs to login to the web interface of the router, what usually we do is login using the routers default id address and providing default username and password.

To find the Router IP we usually check in the command prompt by entering in to command prompt and type ipconfig that lists your IP and Router IP that is default gateway,
